In off-year elections we saw about 33% of all early voting ballots received in the first five A handful of localities with voters who were removed from the rolls by Dept. of Elections for ineligibility show they have voted on machine or have been mailed ballots. Some of these ineligible voters requested ballots after they were removed — including deceased voters who appear to have voted after they were removed.
