Removed From Rolls, Still Voting

EPEC Team has been tracking what appears to be about 57 anomalies in the early voting stats in the Daily Absentee List (DAL) that show ineligible individuals voting. The Dept. of Elections (ELECT) removed these individuals as part of its maintenance process.

We cross-checked ELECT’s removals with the current DAL. It appears that some of the removed individuals were able to cast ballots.

EPEC Team is reaching out to registrars to understand why this is happening. We will keep you posted on whether some individuals were reinstated. As for the deceased voters removed months ago — who appear to have voted in person (“on machine”), we’ll get back on that.

Some localities do appear to be checking on the removals as part of their list maintenance. The chart below has filtered out absentee ballots that were later placed in “deleted” status, which suggests that registrars cross-checked the removal codes.

The chart below is shaded by removal codes under the National Voter Registration Act (NVRA). It lists when they were removed, the type of ballot cast, and its status (issued, or on-machine, for example).

The colors are explained to the right of the chart. For example:

Yellow = Moved out of State; Red = Noncitizens; Gray = deceased.
