Policy:
DMV is authorized to issue Driver Privilege Cards (DPC) and permits to applicants who may not meet the legal presence
requirements (46.2-328.1) for a standard permit or driver’s license. The applicant must provide proof of reported income and
deductions from Virginia sources or have been claimed as a dependent on an individual income tax return filed with the
Commonwealth in the past 12 months. Additionally, the applicant must not be in violation of the insurance requirements for
registration of an uninsured motor vehicle in 46.2-705
