VA Early Vote Turnout by Locality

EPEC Team is tracking the early voting tallies in Virginia’s 2025 General Election.

Average turnout in the third week of Early Voting is just over 7 % overall, with close to half a million ballots in “countable” state.

EPEC Team is comparing the turnout in this graph with past election years to track whether early voting participation is up over the last gubernatorial election.

So far we see almost a 2-1 increase of in-person early voting in the first three weeks of early voting, which ends on Saturday, Nov. 1.

Important Note:

Absentee in-person voting so far during Virginia’s 2025 General Election is up by about 2-1 compared to in-person early voting during the last gubernatorial election in 2021. This is why many analysts have been including 2024 early voting tallies, as they are aligning with current early voting turnout for in-person voting.

Overall, close to 2 million voters cast a ballot in the 2021 Virginia Gubernatorial Election.

Our analysis is that EV voting in-person in 2025 has increased to near 2024 presidential year election levels.
