EPEC Team’s Senior Analyst Rick Naigle’s summary of Early Voting as of Oct 2, 2024:
We are at roughly 777,000 voters who have cast ballots some two weeks into the six-plus weeks of voting.
In off-year elections we saw about 33% of all early voting ballots received in the first five weeks, with another 33% in each of the last two weeks.
We may see turnout of about 1.6 million voters before the last two weeks, about a quarter of registered voters in the Early Voting segment of Virginia’s election.
By comparison, the 2020 Presidential Election showed about 3.7 million voters who cast ballots early. We are about one-fifth of that amount in early tallies.
Already we are finding anomalies. For example:
A handful of localities with voters who were removed from the rolls by Dept. of Elections for ineligibility show they have voted on machine or have been mailed ballots.
Some of these ineligible voters requested ballots after they were removed — including deceased voters who were removed from the rolls before they voted.

Southwest Virginia Localities Impacted by Hurricane Helene:
Seven localities in Southwest Virginia have been declared disaster areas, including Galax City, which has received a spike in by-mail ballots after the storm.
Our take: voters likely decided to return them as soon as possible.
